The travel area for VPL transport changes in accordance with the new Act on Services for People with Disabilities

The travel area for the wellbeing services county of Vantaa and Keravas (VAKE) transport services will be changed in accordance with the Act on Services for People with Disabilities. In the future the travel area is primarily the travels between the costumer´s municipality of residence and functional neighbouring municipalities and travels to municipalities that are significant for one´s own life.

The change to the travel area is based on the Act on Services for People with Disabilities that came into effect 1.1.2025 We will adopt the travel area in accordance with the new act in stages.

How does the travel area change?

In the Act on Services for People with Disabilities the extent of the travel area is defined, so that you as a costumer can make other travels beside work and study travels:

  • in your own municipality of residence,
  • between your own municipality of residence and functional neighbouring municipalities and
  • between your own municipality of residence and other municipalities that are significant for you.

A functional neighbouring municipality refers to the nearest possible municipality, where the service you need is available. A municipality that is important to your own life refers to a municipality, which you need to visit, for example, because of family or friendship ties, or for some other similar reason.

The change concern transport services organized in accordance with the Social Welfare Act, i.e. VPL transports. The change doesn´t concern transports organized in accordance with the Social Welfare Act, i.e. SHL transports.

What does the change mean to you?

The change means, that:

  • you can use the VPL transport not only in your own municipality of residence, but also in such municipalities that are important to your life or where the services you need are available.
  • you can make work and study travels as before.

The change doesn´t mean, that you can´t move outside your own municipality of residence. You can still use the VPL transports to functional neighbouring municipalities and municipalities that are important to your own life.

The travel area is not only defined based on your municipality of residence, but in the assessment are your individual needs and life situation is taken into account.

Why is the change made?

With the change we want to ensure, that the wellbeing county´s transport services comply with the new Act on Services for People with Disabilities and its requirements. Similar travel areas are also used in many other wellbeing services counties.

Furthermore, with the new travel areas we can ensure, that our transport services are consistent and there are enough services for all who need them. 

When does the new travel area come into effect?

The change in the travel area will come into effect in stages:

  • The new travel area is already used by costumers, whose service decision have been made after 1.9.2026.
  • For others the new travel area will come into effect, when a new service decision is made for the costumer.

Service decisions for all costumers of the wellbeing services county´s transport services are updated in accordance with the new Disability Services Act by the end of 2027.

If a new service decision for transport is made for you, then your travel area will be specified in the decision.
