A new HR system was introduced in VAKE - the first salaries were successfully paid

The wellbeing services county of Vantaa and Kerava has implemented the biggest HR system reform in its organization´s history, in which key HR services and systems were largely updated to meet today’s needs. In the beginning of April, a new HR system as well as a travel and expense management system was introduced. Furthermore, the new payroll service provider successfully paid the first salaries 14.4.2026.

It is a question about a significant step in the modernization of the wellbeing services county´s HR management. The reform aims to create a more streamlined service package, better information management, and establish more consistent operating practices across sectors. At the same time is ensured, that HR solutions better than before meet both the changing demands of working life and the organization’s future needs.

The wellbeing services county started the purchase of the HR system in autumn 2024. The package included shift planning system, payroll services as well as the HR system’s development needs regarding the employment lifecycle and competence. The choice of distributor was made in 2025, after which the entity was prepared broadly with defining, testing and parallel runs before the actual implementation.

Particular attention was paid to the smooth operation of the payment of salaries during the transition period. Before the transition to production the payroll was thoroughly compared with the previous model in parallel runs so that any discrepancies could be identified and corrected in advance. The thorough preparation was concretely seen in April, when Azets Oy successfully paid the first salaries with the new service model.

"It is a significant accomplishment, that a HR system reform of this size immediately resulted in successful payment of salaries. This creates a good ground to continue development of the package", rejoices chief human resources officer Juha Saarinen.

Towards a unified HR management operating environment

The goal with the reform is to build an entity, which decreases manual work, supports supervisory work and improves the usability of the information concerning employees. The entity is related to the wellbeing services county´s broader work with development of digital solutions; the process has been advanced in stages as part of an ongoing development program.

The successful implementations in April doesn´t finish the reform, but form a strong proof of, that the HR management system proceeds towards unified, modern and user-centric operating environment.
